Investigation concludes in fatal Sugar Mill Elementary School accident involving student

PORT ORANGE, Fla. — The Port Orange Police Department said they have completed the investigation for the fatal accident that happened at Sugar Mill Elementary School in May of 2024.

In May of 2024, a student was struck by a car outside of Sugar Mill Elementary, according to officials with Volusia County Schools.

The police said the student died as a result to the car crash.

The child was struck near the entrance to the school by a vehicle that was exiting after dropping off another student, according to police.

POPD said the child was a girl who attended Sugar Mill Elementary School.

Police said first responders started lifesaving measures and the girl was transported to Daytona Halifax Medical Center, but did not survive.

Investigators said after reviewing the available evidence that the car’s driver, Pamela J. Schulz, 70, of New Smyrna Beach, Florida, had not been operating her vehicle in a wanton or reckless manner.

The Port Orange Police Department said speed was determined not to be a factor in the crash.

POPD said the driver was cited for failing to exercise due care toward a pedestrian in a crosswalk under the Florida State statute.
