Some lawmakers said it will increase violence and make everyone less safe.

Right now, there’s required training per the licensing process. If the licensing isn’t required then training won’t be required, and that’s a concern for people critical of the legislation.

It’s a procedure you have to take, a training course, get a certificate,” gun rights attorney James Phillips said. “You have to get fingerprints done and then submit your application to the Department of Agriculture they have to review it and if you pass, they have to send you the license.”

If the legislation passes the Senate, the requirement for that would be gone.

The big concern for critics is the training aspect.

“I’m not asking that we ban them, I’m just asking for some simple training that people understand how to put it away safely, people understand what can be done with a gun, how it can harm somebody,” Rep. Rita Harris (D-Orlando) said.

Phillips argues that training wouldn’t disappear if the bill passes and end up on the governor’s desk.

“I always suggest people train but you don’t have to go under an official training program to be masterful when it comes to handling a firearm,” he said. “If you want to become proficient with a firearm, you go to the range.”

Phillips said he thinks many people will still seek out that CWFL license regardless of the requirement being waived.

Orange County Sheriff John Mina said in the past he’s opposed to the bill, saying permitless carry will put law enforcement in a dangerous position.
